I enclose a draft submission on the general problem of the maintenance of capital punishment in the dependent territories on which I should be grateful for your comments.

2. As you may know, there is presently one man in Belize and two in Bermuda who have been sentenced to death and in respect of whom it is likely that the Governor, on the advice of the local authorities, will feel impelled to let the law take its course. If these eventualities come to take place, it is likely that the Secretary of State will be called upon to advise HM The Queen on the exercise of her Prerogative of Mercy. There is, therefore, some urgency in

this submission.
