CAPITAL PUNISHMENT IN DEPENDENT TERRITORIES

At Mr Milton's request I have spent
this morning visiting departments to enquire their views on lir Stewart's draft submission on Capital Punishment. I have spoken to Mr Trew, PDTD, Mr Yaxley, WIAD, and Mr Hall, SAmD, who do not disagree with Mr Stewart's draft. Mr Collins of the Belize deal in 1CD pointed out that the Governor is not responsible for Judiciary affairs in Belize and that if HM The Queen were to commute the present case following a petition there would be the strong likelihood of further disturbances in Belize. Mr Collins says that they cannot agree to any action which might lead to further disturbances during the present tense situation in Belize and therefore MCD's view is that the Law should be allowed to run its course.

I understand that Mr McEntee is to call upon Mr Stewart this afternoon at 5 pm and Mr Collins felt that Mr McEntee would make the points which he raised.
