DEPENDENT TERRITORIES - COSTS TO ATTEND INTERNATIONAL MEETINGS
1.
Mr Stratton's minute of 15 November on FCO telegram to Anguilla number 79 (flagged) enquires whether it is correct for dependent territories to meet the costs of sending delegates to international meetings.
2. The formula contained in paragraph 2 of the telegram under reference has been used for many years. I have asked FAO Department, ODM, who originated the telegram, for chapter and verse but despite considerable research within ODM they are unable to turn up relevant instructions. They have contacted UN Department, FCO, who say that they are aware of this requirement but are not able to come up with the actual instructions. They suggested Overseas Labour Advisers office and Mr Willcocks in OLA's office says that the same formula has been used as far as he is aware since 1919. He says that the United Nations' instructions are that the member country shall meet the expenses of repres- entatives of that country who may attend an international conference. Up to now this has been interpreted as meaning that dependent territories should meet these costs. In fact few dependent territories have sent representatives to such international meetings and when they have, they have met expenses. However, OLA's office have found one precedent where a dependent territory representative was paid for from aid funds to attend an international meeting.
3. I have discussed with Mr Duff of WIAD and perhaps in future the formula might be changed on the lines that if dependent territories wish to attend international meetings for which approval is given by FCO then it may be possible for expenses connected with attendance of their delegate to be met from aid funds The dependency would then have to decide whether they wished to spend aid funds to meet the expenses of their delegate or if they would prefer to use them for some other purpose.

IN ROME 12 NOVEMBER-1 DECEMBER. UK MEMBERSHIP OF FAO COVERS

ANY POINTS WHICH CONCERN THOSE TERRITORIES.
2. HOWEVER, YOU MAY, IF YOU SO WISH, NOMINATE A REPRESENTATIVE
TO BE ATTACHED TO THE UK DELEGATION TO THE CONFERENCE. IN
CONSIDERING THIS YOU WILL WISH TO BEAR IN MIND THAT NEITHER THE
FAO NOR THE UK GOVERNMENT CAN PROVIDE ANY FINANCIAL ASSISTANCE.
ALL COSTS WILL THEREFORE NEED TO BE MET FROM YOUR OWN FUNDS.
PARTICIPANTS SHOULD BE IN POSSESSION OF A VALID PASSPORT AND
SUFFICIENT FUNDS TO COVER THEIR STAY IN ROME. IF REQUIRED TO DO
SO WE COULD ASSIST WITH HOTEL BOOKINGS.
3. IF NO REPLY IS RECEIVED FROM YOU BY 3 NOVEMBER WE WILL
PRESUME THAT YOUR TERRITORY WILL NOT SEND A REPRESENTATIVE.
