"'decolonisation" which may in some cases fall short of full independence. From Mr Richard's letter there appears to be no reason to suppose that the UN Committee would be unreasonable or dogmatic in the face of indisputable facts or be unwilling to face realities, (unless, contrary to Mr Richard's supposition, they were to take a stronger line on remaining colonies once the Rhodesian and Namibian problems are resolved). Tactful and patient efforts on our part rather than over subtle manoeuvring seem to be what is now required.
