1. I expect you saw Mr Simpson-Orlebar's copy of Mr Stanley's minute of 19 May to the PUS about Mr Ivor Richard's letter of 10 May and the talks that Mr Stanley and others were to have this week with Mr Richard.
2. The FUS commented on Mr Stanley's minute that he would be interested to hear, on his return from Washington, about the discussions with Mr Richard in so far as they concerned the UN aspects to the future of our remaining dependent territories. With this in view, I attach a draft of a minute that Mr Stanley might send to the PS/FUST I should be grateful if you would let me know if you have any comments on the little I have said about Mr Luard's meeting with Mr Richard on 24 May (paragraph 5 of the draft refers).

Could I suggest that the second sentence of paragraph 5 of Mr Milton's draft minute be amended to read:
"I understand that Mr Richard agreed to take tentative and confidential soundings of Western colleagues with a view to

This is in line with the record of the meeting.
2. In addition, I shall also prefer the third sentence of paragraph 5 to read:
"It was accepted that we should need to be particularly careful to try to ensure that any soundings we took did not become known to any of our potential micro-states we did not wish to be seen eating into the principle of universality".
Mr Murray's comment about our encouraging independence, then denying entry into the UN was made to illustrate the point.
