I have been looking through the papers on previous Conference arrangements and I see that it is customary for us to ask you to issue invitations to certain overseas territories to attend the FAO Conference. I apologise for neglecting to bring this to your notice before now.
2.
The territories to be invited are British dependant territories and other countries for whose external affairs the UK is responsible. Since 1971 we have pitched the invitations in a low key and have not received any nominations for the last five Conferences.
3. To avoid any misunderstanding invitations should state that costs will fall to the individual countries, that FAO will not provide any financial assistance and that intending participants should be in possession of a valid passport and, sufficient funds to cover their stay in Rome. If required to do so we would assist with hotel bookings.
