6. The CPPs can perfectly well be restricted to two to four pages of text and must contain:

a) a very brief diagnosis of the economic, social and political situation; b) recommendations about the future direction of aid and the volume of aid; c) forms of aid, programme aid, capital aid, T.C.;

d) terms of aid;

e) aid policies;

f) steps required to implement policies.

7. What I would like to propose therefore is a simpler procedure for the preparation of CPPs. This could take the following form:

CPPs should be based on a specimen draft which would be widely circulated (my attempt as per attached could perhaps be used. It follows present formats but could no doubt be improved)

ii. The first draft of all the CPP (excluding implementation proposals)

should be produced by the geographical economist.

If approved by the Desk Officer, it should then be circulated to relevant Whitehall departments asking them for comments on the proposals relating to volume, terms, and type of aid, setting a deadline for receipt of comments.

The proposals for the implementation of policies to be pursued in the country should be cleared with the post (also setting a deadline for receipt of comments), and should be subject to a management meeting headed by the Under Secretary in which all Advisers would be invited to participate. This meeting would assist to determine how best the policies established in the CPP should be implemented during the course of the next two years.

Unless there were particular controversial issues to resolve with other departments, the present special Whitehall meetings should be discontinued and the CPP should be considered to have been approved once (iii) and (iv) had been agreed.

You should receive once a year a statement of the proposed management of the country programme for the coming year. This would be a suitable opportunity for determining whether or not policy changes were required.
