1. Mr Duff's notes are a characteristically systematic check list of action required, here and abroad, on a variety of points we spotted, of widely varying substance. The most important issue, the constitutional future, has been treated more fully in my minute to Mr Rowlands of today, and the personal impressions note of 2 March annexed to it. We have already discussed this and I have explained to Mr Martin that I have only been asking for Mr Rowlands' guidance on the Departments' work programme for a considered submission to Ministers; and I suggested that the Ministers might wish to have an office meeting.

2. There are other important points, which will also be much affected by the constitutional question, but on which work can be done. We have talked about a better organisation of our representation in the Caribbean (the Bridgetown/Castries/DevDiv set up). I am working with HKGD on our staffing problems (Governors and senior administrators) which go across the Dependent Territories Board. I recently had a session with Mr Williams in ODM about aid in the Caribbean (and more will I am follow when Mr Rae gets back from a visit to the CDB); to have another on the Pacific on Monday. And we seem to be having an almost continuous series of Dependent Territories Ministerial delegations.

3. I should very much like to discuss some or all of these things whenever convenient. For the Caribbean end, however, you might prefer to wait until Mr Duff has got back from St Helena (where he will have uncovered more tricky points) about 9 May.
