I understand that very few studies have been completed (that for Montserrat is, in fact, the only one?) and, in any case, I find it hard to believe that the studies would provide the basis for decisions about the budgetary aid, financial settlements on independence,k since such decisions are normally taken piecemeal as a result of inter-departmental bargaining ODM/FCO/Treasury with the necessary supporting information being provided at the time.

3. The papers on Territorial Studies are with Mr Stewart in connection with the "accelerated decolonisation' exercise but I do not think we need trouble Mr Stewart with the points raised by the ODM.
