DEPENDENT TERRITORIES

1. As you know, Richard Dalton is moving over to the economic side of the Mission in July and Woods will be coming out in August to take on his responsibility for the Committee of 24's Sub-Committee on Small Territories. I notice that we were sent last year (letter of 18 March to James Murray from Pauncefort in Gibraltar and General Department) a useful series of notes on the constitutional position in our various dependent territories. The notes were unclassified and could therefore be drawn on for discussion with members of the Sub-Committee. From back papers I notice that in 1974 we received a similar but fuller set of notes divided into classified and unclassified descriptions of each of the territories.

If there exists a more up-to-date version of these notes (or if one could be produced) I am sure that it would be of great assistance to the new man in his first months of dealing with the affairs of the small territories. I am writing to you because I am not sure, after the recent reorganisation, which Department has general responsibility for the affairs of dependent territories. Perhaps you could enquire whether it would be possible for us to be sent an up-to-date series of notes, preferably by mid-August when Woods is due to arrive.
