We have had preliminary discussions with the

Governments of St Kitts, Nevis, Anguilla and

St Lucia but there is no firm timetable for

independence. I chaired a Constitutional

Conference for Dominica in May. A wide-measure

of agreement was reached on an independence

Constitution. If as I hope the remaining

differences can be resolved, Parliament will be

invited to approve independence for Dominica

early in 1978.
