(v) Why talk at all?

The Government's view is that a continuation of the present

deadlock is not in the best interests of the Islands. Our aim

throughout in these talks has been to safeguard their interests

and their welfare. This will not be achieved by not even talking.

(vi) How can be expect the Falkland Islanders to want to improve

relations with such a Government?

We, of course, understand the concern over human rights. The Government's wish is to create a stable and prosperous

future for the Islands. This cannot be achieved by refusing to talk to the Argentines.

(vii) Why include sovereignty?

When my hon Friend the Minister of State for Foreign and

Commonwealth Affairs met the Islanders earlier this year, he made it clear, and they accepted, that if there are to be any negotiations with Argentina about economic co-operation we must be prepared at the same time to discuss the issue of sovereignty. Any negotiations with the Argentines will take place under the sovereignty umbrella. Our psoition is fully preserved.

(viii) Argentina: abuses of human rights

We deplore all abuses of human rights whenever and wherever

they occur. Our record is well known. We have made the Argentine Government aware of our concern.
