1. Would you please refer to your letter of 13 June 1977 enclosing a copy of a paper by John Stewart of Hong Kong and General Department. I was interested to read this paper and would like to make one or two points about it.

2. With regard to the Turks and Caicos Islands themselves Annex A, the schedule of probable needs for expatriate admini- Vstrative officers in 1980, should show a requirement for Chief Secretary or Financial Secretary. On the other hand the entry Nevertheless under the Turks and Caicos in Annex B, legal and judicial

Annex A partly because of the Monson doctrine and partly because I believe that one further senior British officer must be retained here in the time scale referred to in the paper. Although some doubt has been expressed in correspondence about the part played by the Chief Secretary, and whether he has a full-time job, it would be wrong to remove the post for some time yet. His most important function, his responsibility for the Public Service and its management, could not be discharged efficiently by a local officer, given the pressures that may be expected to continue and possibly increase for political inter- vention in appointments and discipline. The retention of this post is also important to ensure that in normal circumstances
