Have we casidemed sendi 1. I attach a copy of a letter from Tossell commenting ch on suggestions in your paper on Management of the Dependencies in the 1980s. It is typical of the high quality work which we receive from him. I have only a few points of comment:-

a) you will note the need to amend the schedule of posts to be filled in the Caymans;

b) on the first part of paragraph 5 I should record that Nick Larmour used to say the same thing and could I suspect if necessary enlarge on the reasons for thinking that way;

c) Mr Michael Allen is of course ready-made for any of these jobs although I suspect will not want to go overseas again. I could not think of anybody better qualified to take over WIAD;

d) I think Mr Russell is wrong in recommending 5 year tours, certainly from the start of an appointment. We have substantial evidence that the most competent and balanced people get very edgy in the small West Indian islands after two or three years;

c) the Governor General proposal is of course in line with Mr Stanley's own ideas and he may yet be proved right;

f) it is of course no part of a DS inspection to try to evaluate whether the Governor is doing his job. properly or not. This is really better done by regular touring from the department and by the Under Secretary concerned and I doubt if it will be practical to write into the terms of reference of a conventional inspection the requirement to assess the Governor: this can really only be done over the years;

g) you will note that the problem of isolation does not arise in the Cayman Islands, certainly for the time being;

h) we now have PSD's approval for a fairly generous programme of visits from the department in the next six op oeranths.
