ofte interesat the Dependent Territories with interest. I make my comments.fs row
with some hesitation (as personalities have so much effect on these problems) but I have served in the colonial service, have in the diplomatic service and as a Governor.
2. The need for officers of the right experience to serve in the dependent territories is admitted by one and all. I do not think that these officers will dry up as quickly as Stewart thinks as long as they are allowed to continue to the age of 60 as do their colleagues in the Diplomatic Service.

I regret that in my view the average diplomat without colonial experience is of limited value in a dependency. We have all seen what happens when such experience is lacking. What is needed in a dependency is:
Crux it. Per
(a) Knowledge of how the machine works
(b)
financially, establishment wise, development wise and administration wise. He must know more than his Ministers.
He must be used to leading groups of people by instinct and must be a better politician than the other politicians. He must be tactful, friendly, an extrovert, and patient. He must not ever stand on his dignity which diplomats sometimes have to do.
(c) He must be trusted by his Ministers and not
have carefully built up trust ruined by having to insist personally on silly rules regarding finance for Government House etc. Any such rulings furely must come in writing from the FCO.
