In the Governor's absence on leave I am replying to your letter of 8 August. ◄

Where Gibraltar is concerned, the assumption you have made and the conclusions reached are correct. I have previously discussed the problem with the Governor and I am sure that he will agree. The Chief Minister, whom I have consulted, concurs.

3. I have not, however, spoken either to the Chief Justice or the Attorney-General. As far as the former is concerned, the position rests with Toby Lewis's letter HXA 373/479/1 of 4 February to me. It is our intention to offer Sir John Spry a renewal of his contract for a further 18 months when it expires as suggested in FCO Telno Personal 97 of 9 July 1976. We will then have to review the position at the end of that period but there is no doubt at all that we will still continue to require an expatriate. Very much the same applies to the Attorney General. John Havers's present contract runs until September 1978 and if it is not renewed then, we will certainly require to replace him by another expatriate.
