which is outside the normal range of either a diplomat or a Hong Kong civil servant. Experience in one of the smaller dependent territories is obviously the ideal, but it has been suggested that experience in a U.K. local authority could perhaps be the next best thing, and possibly more directly relevant and useful than experience in Hong Kong.

Incidentally, it may also be helpful to make two additional comments on the separate correspondence (your ref. HKA 431/343/3) concerning the details of the terms for D.S. secondments to Hong Kong. In para. 1 of your letter of 4th July, you state that the emoluments will be recovered from the Hong Kong Government in the form of a service charge. For secondments from Hong Kong to U.K., the agreed proposal is that they would be notionally seconded to our London Office and they would receive their Hong Kong salary. The U.K. would then reimburse the costs up to the maximum of the appropriate Civil Service scale plus 20%, provided the secondee was used to fill a recognised vacancy. I suggest the same principle should apply to secondees in the reverse direction. The second comment is that we don't entirely agree with the calculations attached to your letter of 23rd May, but have not queried them since I don't think any conclusions would be affected if the results were different.
