Thank you for your letter of 1, June 1977 about "managing the dependent territories." (sic). number of points in Jolm Stewart's paper with which I dis- agree but his main argument is sound. It is of the essence that the dovernor of a deperdont territory should know how a colonial government works. IMMOCJ experience would norìì- ally ensure this knowledge but not always. Paragraph 5 of

service the Paper refers to service as a D.C. in the bush: in Hong Kong could equally fail to provide the right training.

A corollary of this assumption that 100 experience of itself does not guarantee the right background is that the background is of secondary importance to the personal qualities of the individual. There are many 1003 col- leagues who spring to mind as competent administrators, some brilliant, who would be indifferent, even disastrous, Governors. Better an adaptable diplomat who is prepared and able to participate in the workings of government with tact and patience than an ex-ICOS man who is hell bunt on running an efficient district, or a dynamic Secretariat. Having said all that, the IOUS stable is clearly the best one available that is if one has to go outside the country to find a Governor.
