I am doubtful whether, with notable exceptions, (eg Mr Lloyd

in Bermuda), the Hong Kong Government is, for administrative if

not financial reasons, likely to prove a source of manpower for

the Dependent Territories: it is so much more sophisticated than

most of them and almost always its problems are sui generis.

do I foresee much advantage in seeking to recruit 1, /army officers or employees of commercial companies. I agree with Mr Stewart

that we are going to have to rely principally on the Diplomatic

Service and to plan accordingly.
