16. The time will come when, with an increasing number of secondments of DS officers, the balance of advantage may be that the unit should physically move across to Curtis Green as a self-contained unit so that POD becomes more closely involved. When this move should take place is a matter of judgement, but on balance perhaps the earlier the better, (eg, late 1977 or the first half of 1978).

17. We need to overcome the terms of service problems to permit secondments of HMOCS officers outwards from Hong Kong.
