DEPENDENT TERRITORIES ADMINISTRATIVE, LEGAL AND JUDICIAL STAFFING UNIT

1. Mr Morgan, Inspectorate, asked that I should prepare a paper setting out the staffing position over the next few years so that further consideration can be given to a recommendation that the Unit's work should be taken over by POD at the appropriate time.

This is the minimum staff the unit can run on for the next 12 months or

A period of consolidation is needed so that the unit can settle in. (The Adviser has only recently gone on to part time work, a new Head of Unit (DS 6) is in the process of taking over, and the experienced DS 9 is to be replaced.)

A Summary and numbers of Administrative officers in each

Dependent Territory;

B Summary and numbers of senior Legal and Judicial staff

in each Dependent Territory;

C Summary of senior Dependent Territories posts for which

HMOCS or DS officers can be considered giving encumbents, date of likely vacancy and comments;

D List of HMOCS or ex HMOCS officers who should be borne in

mind for senior appointments;

E Analysis of Disciplinary cases and petitions 1972 - 1977.

4. Dependent Territories that may attain independence in the next five years are:
