1. In your minute of 31 March to the Chief Inspector you asked that I should make a further assessment of the staffing requirements of the sources of supply available to meet these. I have seen Mr Posnett's minute to the PUS and your commentary on r Posnett's minute.

2. I have not concerned myself with Mr Hall's considerations of the staffing of the Legal and Judicial Staffing Unit, nor whether this Unit should remain as at present in HKGD or move to some other home. The paper itself, of course, carries some implications for this question but I agree with the various previous opinions that these questions should not be reconsidered before the end of this year. The attached paper concerns itself solely with the problem of providing senior staff for dependent territories during the 1980s.

3. I suggest that the paper might be considered by the Dependent Territories Senior Appointments Board. However, it is to a large extent a descriptive and non-controversial paper and although it might be submitted to Ministers after the DTSAB have given their blessing I do not see any particular action to be taken as a result of it, particularly as the general thesis that a cadre of DS officers with dependent territories' experience be established has been accepted by POD (paragraph 2 of Mr Walker's minute of 30 May 1977). I suggest that if the paper is approved, a copy be sent to the Governor of Hong Kong as Hong Kong's co-operation will be necessary for the establishment of a system of two-way secondments.
