Mr Cortazzi minuted on the first version of my paper that it should be submitted to the PUS. Following discussions at Mr Stanley's meeting some minor changes have been made to the paper and I now submit it for consideration, inter alia, as a paper to be tabled at the next meeting of the Dependent Territories Senior Appointments Board.
