You asked about the progress of the issue I raised in my minute of 8 July 1977, that the cost of maintenance of Government Houses in certain Grant-aided DTS should fall on HMG. I fear that consideration of the proposal is still in its early stages and re cannot by those means be of any help to Mr Le reton in is present difficulties. We are still in the process of obtaining the comments of Heads of Departments to whom I passed my oor, Eventually a case will have to be put to CSD.

Returning to the Anguilla problem, we learn from ir Goodsir
of Security Department that he has recently obtained, exccationally, 2300 from CSD for a steel door and grilles for ire Breton's office but he is unable to do anything about his house. (The 300 was only allowed because it was protecting FCC cyphers, not the Governor's life!)

Other than thi..... the only solution would seem to be to divert Development id funds as has been done in the past (a.. hen they were used for the capital cost of equipping the Residence and when DevDiv in Barbados gave rapid approval to a Development Aid project for the construction of a security Jonce arod the administration buildings in Anguilla.

1. I discussed this with Mr Parker, Governor of the Falklands, yesterday and he said that his predecessor had, and he expected, trouble from the Legislative Assembly in the Falklands over the maintenance of Government House. The upkeep of the Governor's house in Port Stanley costs the Falkland Government £30,000 per annum, of which £10,000 is for heating and lighting. This was
a traditional cause of contention between the Legislative Assembly and the Governor and Mr Parker would be grateful for any help that could be given by the Office. He drew particular
attention to the fact that, according to the Governor's Instructions, only half of the pay of Government House servants should be
a debit on the Falkland Islands Government, i.e. that part
concerned with the Governor's public presence. Servants employed for the Governor and his family personally were not debitable to the Falkland Islands Government, although in fact they did pay them.
If the Office could take over this and other expenses this might make the Governor's position easier.

1.
Falklands is not included in the Territories for which
funds for Government Houses would be lade available. 2. Although it might seem logical to reduce the Falklands' financial responsibility for the Governor's servants, it seems (according to Overseas Allowances Section FSD) that it is extremely likely that when Kr Barker provides figures for expenditure his allowances will turn out to be a minus quantity theoretically and therefore nil in practice. If he had to pay half his servants' đaries this would nót necessarily result in his obtaining allowances to offset his expenditure.
3. This being the case, perha s we ought to talk to Mr Parker again before we do anything that might affect his own financial position.
