Mr Russell, Governor Cayman Islands, came to see me today. We discussed a number of points.

Housing for the Chief Justice and Attorney-General

Mr Russell explained that Government housing available for the Chief Justice (Sir John Summerfield) and Attorney-General (Mr Barwick) was of poor quality. He did not consider that the local Government could give special treatment to these two officers by giving them a special housing allowance so that they can find suitable housing themselves without repercussions from other officers. These two offices were of 'high standing and in his view were well worth doing something for to ensure their retention. He hoped that ODM could help out by granting them an allowance (or OSAS supplement) of the order of £1200 per annum each. I suggested that he put the case to WIAD and they and HKGD could then put a joint case to ODM for consideration.

Mr Russell's 'term of office has been extended until Autumn 1978. He stated that he was prepared to stay on for a further extension if his services were required. He thought that when things had died down after the Committee of 24 report he would expect the first moves to be initiated in the last six months of 1978 towards further constitutional change. If he stayed on for an additional extension he could undertake this. A new Governor would take s some months to settle in and get the feel of things. Mr Russell would like to be kept informed about any possible extension so that he could plan his own affairs. I explained that any appointment of a new Governor, Cayman Islands, or an extension of his term of office, might be considered either next month or about May/June 1978.

Superannuation

We discussed superannuation generally;

we should keep in mind to let Mr Russell know if and when the new Governors' Pensions Scheme, which is at present with CSD, is finalised.
