6. No doubt any provision from ODM funds towards the maintenance of Governors' residences would be at the expense of the allocation to the territory under the aid framework, and this itself could cause difficulties.

7. In principle, however, I think there is much to be said for not only the maintenance but also the capital cost (as was the case in the Solomon Islands) of Governors' residences being met by HMG as the role of the Governor in implementing the policy of HMG in a dependency becomes more dominant.
