five years with a policy paper to be agreed with the Personnel departments of the FCO and ODM suggesting how they should be met. The section should also take over executive responsibilities for aid policy, including liaison with EID (E) on EEC aid.

7. The section should continue to perform its general advisory role for the Dependent Territories Division but this should at all times be secondary to the main functions of formulating and coordinating policy.

8. The Section is in our view so important a part of the administrative system for the Dependent Territories in the final stages of decolonization that its Head should not in future be detached to other duties for as long as three months, as he has been recently. There may, however, be occasions when members of the section will have to be detached for short periods to assist with Constitutional Conferences in London.

9. We have recommended at paragraph 16 that in order to leave the General section free to concentrate on its policy functions the two posts concerned with ILO work should be transferred with their work from the section to the Overseas Labour Adviser's office.

10. In order to enable the section to perform the more positive role which we envisage for it and at the same time maintain its present functions we recommend the addition of one grade 7E post. The future establishment should be:

Since the work depends so heavily on an understanding of Dependent Territories affairs, including complex constitutional and other problems, and it is increasingly unlikely that the officers selected for these posts will have much prior knowledge of the subject we recommend that officers should be expected to serve a full tour in these posts.
