We have recommended that if Hong Kong accept responsibility for their own recruitment the establish- ment of the Administrative, Legal and Judicial Staffing section should be reduced to three, plus the part-time services of Mr Hall as HMOCS Adviser and Liaison Officer. We have at the same time recommended a reduction both of the Registry and secretarial staff in the department.

15. Our hope is that these recommendations will produce a more compact unit able to concentrate on what we regard as its main function, the formulation and coordination of Dependent Territories policy. If our aim is to be fulfilled, however, it will be essential that both the Head of department and Head of the General section should be briefed in their priorities and have them constantly in mind.
