HKIOD INSPECTION REPORT

Thank you for sending me a copy of those sections of your draft inspection report on the Indian Ocean section of HKIOD and its Registry, relevant to EAD's assumption of responsibility for Seychelles and BIOT from 29 June, and the transfer of Mr Major from HKIOD.

2. You recommend that one of HKIOD's Grade 10 registry section clerks should also be transferred to EAD, giving us a total of 4 Grade 10s. While it is difficult to gauge the extra volume of registry work which Seychelles and BIOT will add to EAD we do in fact at present have some slack in our present registry, and it may therefore be possible to accommodate this extra work without an extra Grade 10.

3. The question is relevant to the introduction of the integrated Registry system in EAD on which Mr Rosling minuted on 29 April (copy attached). We would like to introduce the system at about the time Mr Major joins the department (and when there are likely to be other staff changes). In view of the comments in your draft report about the number of registry section clerks, there can clearly be no question of our having fewer than 3 Grade 10s which answers the question posed in para 2 of Mr Rosling's minute. After consulting Mr Stephenson (in charge of the EAD registry) I am prepared to try to manage on 3 Grade 10s even after we take over Seychelles and BIOT; if this proves impossible I would have to ask for the fourth.

Managing on 3 Grade 10s makes the retention of the Grade 9 (Mr Stephenson) even more essential and I therefore hope that the departments concerned can now give a positive answer to para 4 of Mr Rosling's minute of 29 April. We can then go ahead and plan our integration.
