I enclose the report on the inspection of your department by Mr Laurence and myself.

The various sections of the report have already been circulated in draft and in many cases amended to take account of your comments and comments of section heads and others concerned. If there are any further points of disagreement they should please be put to us by 19 November. The report will thereafter be submitted for the Chief Clerk's approval and, provided he agrees, passed to PPD for implementation.

I am copying the section on the Home Civil Service and Specialist Grades Management Unit (which has not been seen previously outside your department) to the Legal Adviser, the Chief Economic Adviser, the Director of the India Office Library and Records and the Heads of IRD, Research Department and ASD. Copies of the section on Dependent Territories Administrative, Legal and Judicial Staffing go to Mr Cortazzi, Mr Stanley and the Heads of G & GD and HKS). copy of the section on the Security Officer and Messengerial Section goes to the Head of COD and of the sections on the Secretarial Branch and Heads of Mission Section to the Head of A & SD.
