Thank you for sending me, with your minute to Mr Walker of 18 October, page 28 of your report (about Dependent Territories Administrative, Legal and Judicial Staffing). I do not know whether you expect comments, but I will offer two.

2.

I am glad that you have decided not to recommend the disperson of Mr Hall's section between POD and PSD at this stage.

3. I think your recommendation to look again at this and other aspects of the organisation of Dependent Territories Division in mid-1978 may prove to be the right timing. However, Mr Larmour intends to consider, before Christmas, the boundary between WIAD and Caribbean Department and I should be surprised if this does not broaden into the Division as a whole. There are demarcation problems in the Pacific also, and I am not sure that Mr Cortazzi is persuaded that HKD is the right home for what you call the rump of Gibraltar and General Department. As regards that Department, the way should be clear next month for a submission to Ministers on the transfer of its Gibraltar work to SED. I am not sure therefore whether you can yet close your books on the Dependent Territories Division.
