GIBRALTAR AND GENERAL DEPARTMENT
1. This report summarises the results of Internal Audit Section's examination of the work of the administrative staffing section of Gibraltar and General Department which are recorded in detail in Finance Department file XF 1/51/14 (1975).
2. Although the section is concerned with a wide range of personnel matters in respect of Governors, Administrative Officers and Legal and Judicial Officers, it authorises expenditure only on Governors of Dependent Territories under the following headings:-

passage costs on the governor taking up and relinquishing his appointment
uniform costs
"topping-up" allowances (the difference between the amount provided in the local budget for the Governor's salary and the salary payable to an officer of equiva- lent rank in the Diplomatic Service)
children's education allowances
children's holiday visit passages
passage costs for Governors required to visit the United Kingdom or a third country for consultations at the specific request of Her Majesty's Government.
The Dependent Territory is responsible for the following costs:-

b. the total emoluments of the Governor's post as they appear
in the territory's estimates: these amounts are refunded to the FCO (Starting Pay Section, PSD) via the Crown Agents.
In the case of the more viable Territories ie Bermuda, Hong Kong and Gibraltar the local emoluments cover all the Governor's expen- diture except for uniforms and passages on taking up and relinquishing appointment.
3. Terms of service and allied matters are comprehensively set out in separate memoranda recently issued for the guidance of Diplomatic Service Officers and non-Diplomatic Service Officers appointed as Governors. The authorities and agreements governing the different types of expenditure have recently been collated from various files into one block.

The control of expenditure within the section is the responsibility of Mr R L Embleton (Grade 9) working to Mr C J Hall (Grade 5).
