Mr Frank Hooley (Sheffield, Heeley): To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will advise Her Majesty the Queen to appoint as Governor of Hong Kong, on the expiry of the term of office of the present Governor, a British citizen who is Chinese by birth
I do not think it would be appropriate for me to advise Her Majesty The Queen in the sense proposed by my honourable Friend.
