5. The effective and obvious achievement of H.E. the Governor

is to centralize the executive systems and to reform the old regine..Such as: The increase of the membership of the Executive Council and the Urban Council..The Independent Finance of the Urban Council. These may lead to carry out policies effective- ly.

6. With the abolition of the Secondary School Entrance Examination, and with sufficient nember of places for all Primary Six leavers waiting secondary education, we can begin a new era of education. We would like to issue our praising Sir Murray's plan on Education.

7. We applaud to his decision on the Military Expenditure. He

suggested to take over the barracks for the purposes of develop- ment of the city. This decision will certainly release the burden of the tax-payers.

We are on behalf of the Members of the Royal British Region H.K. & China Branch, and Social Voluntary Workers to ask you to consider our request. It is hard to set good policies and it is even harder to have these policies become reality. Sir Murray MacLahose set good policies and it is reasonable for him to carry out these policies. We are afraid to say that it is the aspiration of the majority of Hong Kong people that Sir Murray MacLahose should stay on for another term to make his policies a reality.

For above-mentioned reasons, we would be much grateful if you would re-consider our request.

We have the honour to be,

Sir,
