Dear Mr. O'Connor:

Professor Roger Louis has been kind enough to share with me your correspondence concerning the Instrument of Surrender of Hong Kong.

Unfortunately our budget for the purchase of research materials has been drastically reduced and we suspect that it will not be possible for us to seriously consider the purchase of so valuable an item. It occurs to me that you might do well to consult antiquarian booksellers in London. Mr. Anthony Rota of the firm of Bertram Rota, Ltd., 4, 5, & 6 Savile Row might be able to suggest a possible purchaser.

I am sorry not to be more encouraging, but we are most grateful for your courtesy in permitting us to consider the document which is of great interest. With all good wishes and kindest personal regards.

!

Sincerely
