Hong Kong and CPA

I am much obliged to you for your letter

of 17th June, 1976 on this subject.

As I said to Sir Michael Palliser when we met, my own recollection of the matter was somewhat hazy, since I am no longer a member of the Legislative Council here. Nevertheless, it was my recollection that we had twice been turned down in our bids for places at some regular CPA function. I have now been advised that our bid for two places on the 24th annual parliamentary seminar held in U.K. in 1975 was unsuccess- ful though we were told that it was hoped we would be given places the following year. In the event our bid for two places on the 25th seminar held in U.K. early this year was also unsuccessful.

I do, of course, appreciate that our bids have to be considered in conjunction with the bids of other overseas branches of the CPA and I had not realised that there are now as many as 100 of these. Nevertheless, the facts do bear out my point that we were excluded twice in succession.
