exporters could put more effort into the Hong Kong market, the PUS could say that Hong Kong cannot expect much sympathy for her own export objectives if the balance of UK/Hong Kong trade remains as uneven as it is at present. Hong Kong might consider whether their own political and economic interests would not be served by her doing what she can to encourage British firms to sell more in Hong Kong.
