The PUS might say that he understands the proposal for a separate Hong Kong register of shipping is a complicated one that has been discussed over a number of years and that if Mr Pao wishes to pursue it he would be advised to approach the DoT in the first instance. (Sir Peter Thornton, Permanent Secretary at the DoT, will be meeting Mr Pao during his visit to Hong Kong from 25 to 27 October.)
