I believe also that he underestimates the considerable obstacles to constitutional progress on lines normally followed in other dependent territories. At the same time I am glad to see that Mr England has recognised the commitment of the Governor of Hong Kong to social reform and he has certainly made a number of valid points which we are examining. There is no complacency here or in Hong Kong about the need for further social progress.
