Mr Frank Allaun MP (Labour Salford E) has forwarded to the Secretary of State for Defence a letter from Mr Nick Bradley, who represents the Young Socialists on the Labour Party National Executive Committee. Mr Allaun's letter has been passed to Lord Goronwy-Roberts for reply.

2. Apart from drawing attention to some of the criticisms of Hong Kong made in the Fabian Society Pamphlet, Mr Bradley refers to an incident in Hong Kong last year in which six members of the "Revolutionary Marxist League" were arrested whilst protesting at the increase in Hong Kong's contribution to the cost of the British garrison. We have written to the Hong Kong Attorney-General's office seeking further informa-

tion about this incident. I think that it would be better

to offer our comments on what Mr Bradley has said with reference to the Fabian Society Pamphlet when we have heard from Hong Kong.

3. I recommend that Lord Goronwy-Roberts sends an interim reply to Mr Allaun on the lines of the attached draft.
