Although it is difficult for UNHCR to give definite assurances as to the permanent resettlement of new arrivals until normal interviewing and processing procedures have been completed, all efforts are made by UNHCR to promote early resettlement to traditional countries of resettlement or to countries which have agreed to consider these cases. To date, only two countries have offered special quotas for these cases while three have indicated that they would consider them favourably. Additionally, in the case of the United States, a large number has been accepted within the context of their enlarged programme of resettlement of Indochinese displaced persons.

In addition to promoting resettlement, UNHCR has provided funds for the care and maintenance of the new arrivals in all cases where this has been required; the costs of transportation to third countries have also been met whenever necessary. Furthermore, UNHCR staffing in the region has been strengthened to deal with this new influx.

The solution of this problem will continue to require full cooperation of governments in respect of temporary asylum and durable resettlement opportunities. Furthermore, UNHCR will continue to require funds to provide care and maintenance in countries of temporary asylum and to finance transportation to countries of resettlement in all those cases where transportation costs are not paid by the governments. The present rate of expenditure reaches an average of US $200,000 per

month.
