John Kelly of the UNHCR thought that you

and Hong Kong may wish to see the enclosed lists giving details of boats containing Vietnamese refugees, which have arrived at East Asian ports. In passing these lists to me, Kelly stressed that he was giving us this information in con- fidence: his object was merely to give us a broader background to the problem in order to assist our consideration of the plight of the "Ava" refugees and any future similar cases.
