Vietnamese have gained illegal entry into Hong Kong; encourage future attempts by more Indo-Chinese refugees to enter Hong Kong illegally;
cause Hong Kong to be regarded as a holding centre for arranging the resettlement of refugees from anywhere in the area.
The British Government consider it most important that these problems should be dealt with on an agreed
international basis. They much hope that UNHCR can devise a scheme which would ensure that the international community assumes responsibility for future refugees from Vietnam, whether they seek to land in Hong Kong or elsewhere.
