4. We were glad to see Alan Donald's telegram No 767 saying that all the refugees should be ashore within 24 hours, and relieved to get your telegram No 768 telling us that the refugees had finally landed. We shall not reply formally to your telegram No 764 but

I must tell you that the first sentence of paragraph 1, and the second in paragraph 4 caused some raised eyebrows. We have been advised that if Lord Goronwy-Roberts were to see this (he is on leave at the moment), he would have taken it very badly.
