now knows that provided he accepts responsibility in each case as it arises the Hong Kong Government will give temporary permission to land. The only exception could be if numbers or frequencies became excessive for local opinion to accept. It is also a great help that we now know the UNHCR's personal representative and that he knows Hong Kong and the accommodation that is available and the voluntary agencies that could look after future refugees.

I think in practice this means that we would probably be able to fix things up by telephone if necessary in advance of his personal arrival in the Colony.
