UNHCR APPEAL ON BEHALF OF REFUGEES LEAVING THE INDOCHINESE PENINSULA ON SMALL BOATS

I enclose a copy of a letter to the Foreign and Commonwealth Secretary from the UN Deputy High Commissioner for Refugees calling upon HMG to participate in the UNHCR scheme to help solve the problem of refugees who have been leaving Vietnam on small boats. As you know, the UNHCR first appealed to governments to help solve this problem on 28 July and we have not yet responded to that appeal.

2. I understand you are giving very careful consideration to this matter but I should be grateful if you would let me know what the present position is and whether we might be able to respond to UNHCR in the near future.
