13. While we must seek views of I1 Division, FCO and the various voluntary organisations, the ultimate solution might be that we declined to take a set quota, but indicate our willingness to consider any who have connections with the United Kingdom. In other words we would propose to adhere to existing policy. In this event it seems likely that the refugee organisations could cope satisfactorily without our having to adjust the Vote.
