Thank you for your letter of 22 March 1976 and for the comprehensive report on the Hong Kong Government's activities in assisting displaced persons from Vietnam. The contents of the respective appendices, showing details of expenditures incurred and the number resettled, have also been noted with satisfaction. We are also glad to be able to state that UNHCR was in a position to make a contribution towards the expenditures incurred by the Government in this humanitarian operation.

The report admirably reflects the considerable efforts deployed by the Hong Kong authorities to ensure the physical well-being of the displaced persons, and to maintain their morale, during their stay in Hong Kong. The humane spirit in which these tasks were carried out by the various branches of the Hong Kong administration concerned in the operation, the dedication of the personnel involved, including volunteers of the Civil Aid Services, the effective coordination maintained with the Consular representatives concerned in the resettlement effort, and other aspects of the operation were brought to the attention of the High Commissioner by his former Chargés de mission in Hong Kong.

I should like to take this opportunity to express, on behalf of the High Commissioner, our deep appreciation of the humanitarian manner in which the Hong Kong Government has dealt with the problem. I should also like to convey the High Commissioner's appreciation of the courtesy and cooperation extended to his representatives during their mission in Hong Kong. I would be grateful if these sentiments were duly conveyed to all those who have been involved in the conduct of the operation.
