In that case the humanitarian and perhaps parliamentary pressures to accept the refugees will increase.

3. On the other hand the Hong Kong Government for their part

do face real difficulties over Chinese immigration if the "Ava"

refugees are admitted even on the terms proposed by the UNHCR. Moreover they have appealed strongly for a firm line by HMG.

4. On balance I think that we should now take the line proposed

and try once again to put the onus on the Burmese Government.

I should be glad in this context to speak to the Burmese Ambassador

in London.

If, of course, at any stage the lives or health of the refugees

seems likely to be put in jeopardy we shall have to think again

quickly.
