Please refer to F.C.O. Saving Despatch No. 565 of 29th December, 1969, to the Governor, Hong Kong. I should be grateful if you would confirm that the 1969 Order is still in force. Assuming that it is, it would be useful if you could say to whom functions are likely to be delegated, under section 3 of the Order.

For your information we are currently reviewing local procedures for the requisitioning of ships as part of a wider review of our emergency legislation and I have suggested to Mr. Wickson, of your department, that it might be useful if our Director of Marine, Mr. Alan Fletcher, could discuss this with interested parties when he is in London in August.
